The Muntinlupa Care Card Plus or MCC Plus, a smartcard and PayMaya VISA debit card in one, dubbed as the most advanced LGU card in the country, was recently launched by Muntinlupa Mayor Jimmy R. Fresnedi.
The MCC Plus is an upgraded version of the Muntinlupa Care Card, a card exclusive for Muntinlupa residents that can be used to access the local government’s services, that pioneered the use of smartcard technology among local government units in the country in 2015. The Muntinliupa Care Card program is a public private partnership between the City Government of Muntinlupa and Lingkod Muntinlupa Foundation.
Presently, the MCC program has over 200,000 cardholders and with the partnership with PayMaya, the renewed MCC Plus would bring more benefits and convenience to Muntinlupa residents. It is estimated that the program would attract more residents to apply and have 300,000 cardholders by year-end.
“We are proud to launch the MCC Plus today, the country’s most advanced LGU card that will bring convenience and new benefits to our constituents. We hope that through this project, we will open a whole new world of opportunities for our constituents,” said Fresnedi.
MCC Plus cardholders can enjoy an array of exclusive benefits including: free ride to the award winning e-JRF (Electronic Jeepney Ride for Free), use of the card as an acceptable ID in Muntinlupa, accidental death and burial financial assistance, chance to win in monthly raffles, and easy access to services of the city government including hospital subsidy at the local health institution Ospital ng Muntinlupa, scholarship, job recruitment and other city programs.
Moreover, as the MCC Plus also uses the technology of PayMaya VISA prepaid payment card, MCC Plus can be used for online shopping, to pay bills, send remittance or load, and pay in any store accepting VISA payments all around the world.
Furthermore, MCC Plus has its own mobile app, the YAM (Your App in Muntinlupa/ Yan ang Muntinlupa) which would give cardholders special access to earn points for every transaction in partner establishments around the city. Other features of the app include news, travel guide, emergency lines, feedback and job application.
There are three kinds of MCC Plus: Red Card for senior citizens, Yellow Card for ages 18 to 59, and Blue Card for 6 to 17 years old.
To register for the MCC Plus, Muntinlupa residents simply have to go to the registration centers at the City Hall or the Ospital ng Muntinlupa, present one valid ID and pay the card registration fee of P60 for Red Card, P80 for Yellow Card and P75 for Blue Card. For Blue Card application, the parent or guardian must enroll the minor applicant. Card membership is valid for four years, after which the card must be renewed yearly for only P50. MANILA, Philippines — PayMaya Philippines, the country’s pioneer and leader in digital financial services and the preferred partner of LGUs for digital transformation and the Lingkod Muntinlupa Foundation, are working together to improve the disbursement of subsidies to citizens and scholars of the Muntinlupa Care Card program.
The Lingkod Muntinlupa Foundation, through its public-private partnership with the city government of Muntinlupa, provides citizens with Muntinlupa care cards that enable them to access services such as free e-jeepney rides, accident financial insurance, healthcare services, and job and livelihood opportunities.
Through the partnership with PayMaya, financial assistance is now disbursed to Muntinlupa care card holders digitally—a more secure, convenient and efficient alternative to distribute hard cash to communities—at no sign-up cost. The Muntinlupa care card holders now have their very own personalized PayMaya cards where they can automatically and immediately receive their benefits.
Their PayMaya cards are accepted anywhere visa is honored—even abroad. Muntinlupa care card holders can use their PayMaya to transact at physical stores such as groceries, drug stores, restaurants and malls—no need to carry cash which is hassle and risky.
Muntinlupa care cards will soon be converted into two-in-one PayMaya IDs, equipping citizens with one card that they can conveniently carry and use anytime, anywhere.
PayMaya is telco-agnostic, allowing anyone regardless of mobile number—Globe, Smart, TnT—to create an account instantly without the hassle of changing SIM cards just to enjoy the benefits of e-cash and the digital economy.

“Our city government aims to arm our constituents with innovative technologies that open their world to digital possibilities. At the same time, our Muntinlupa care card holders can enjoy the ease of online payments, and learn to manage their funds efficiently,” said Honorable Jaime Fresnedi, mayor of Muntinlupa City.
“We are on a mission to bring the advantages of digital financial services to more institutions, and to introduce more Filipinos to the opportunities of the digital economy,” said Orlando Vea, president and CEO of Voyager Innovations and PayMaya Philippines.
PayMaya allows users to manage their funds wisely. Since PayMaya is prepaid, account holders can only spend what is in their e-wallet, making PayMaya the preferred partner of credit-averse individuals. With PayMaya’s in-app real-time transaction history and SMS notification, tracking of expenses in detail, including amount spent, time, date, merchant and account balance is possible.
Enabling access to the digital economy
Muntinlupa care card holders can now do cashless transactions in groceries, transport systems, and shopping centers here and abroad—any establishment that accepts card payments. In addition, student cardholders can use PayMaya for a safer and easier way to pay for online books, content streaming, music subscription, and travel opportunities that fuel their desire to live fully and learn beyond the four corners of the classroom.
They can download the PayMaya app for free from the App Store or Play Store and link it to their card to monitor their balance, purchase discounted prepaid load and data from Smart, TnT, and Globe, and even pay bills in-app from the country’s top utility and merchants such as Meralco, Maynilad, Globe, PLDT, Smart and Sky Cable, among others. Soon, they will be able to pay government services within the app such as SSS, PAG-IBIG and PhilHealth without spending commute time and fare.
PayMaya accounts can be upgraded by simply submitting valid IDs within the app to be able send money to other PayMaya users, increase monthly transaction limit from P50,000 to P100,000 and facilitate cash withdrawal through any Bancnet ATMs nationwide. With this, citizens can send money to other PayMaya users for free, making remittance as convenient as a few taps on a smartphone.
Reloading PayMaya is hassle-free with its over 15,000 top up stations nationwide which include SM Business Centers, Robinsons Department Stores, 711 with Cliqq Kiosks, Petron stations along NLEX, Ministop with Touchpay Kiosks, UnionBank ATMs, Shopwise, Wellcome, 2Go outlets, Smart Padala centers, Palawan Pawnshop and online banking via BDO.
With 1 million users to date, PayMaya wallet and mobile app remains the prepaid payment of choice of the country's underserved market.
PayMaya Philippines Inc. is the digital financial services arm of PLDT and Smart’s Voyager Innovations, with established brands such as PayMaya, the first prepaid online payment app that enables the financially underserved to pay online without a credit card; PayMaya Business, the company’s system solutions provider that allows businesses to receive online and card payments anytime, anywhere; Smart Money, the world’s first e-wallet linked to a mobile phone; and Smart Padala, the leading remittance network in the Philippines with over 15,000 agents across the country.
